Civiltec was founded by Richard Shroads, PE, PLS in Pasadena, California focused on private development, subdivision design and federal design-build projects. Six years after the founding the company grows and expands in staff and services including water engineering, environmental, and general municipal engineering with the addition of W. David Byrum, PE and others.
