Q&S was founded in 1999 by Conrad Leslie, a California EPA Registered Environmental Assessor (REA). Mr. Leslie has a bachelor's in Marine Industrial Technology. He attended the California Maritime Academy in 1985 where earned a US Coast Guard Third Officer Unlimited Merchant Marine License and received formal marine safety training.
