We help public agencies, special districts and private developers, plan, develop, and design infrastructure to serve a wide variety of projects. We provide land surveying and mapping services both coupled with, and independent of our civil design services. We also provide construction administration/management/inspection services helping our clients take projects from inception through completion. Our firm experience dates back to 1953, with Landon Surveying and Engineering, later transitioning to California Engineering Company in 1996.

Mr. Swartz has 30 years of municipal engineering experience; the last 23 years with CEC. His experience includes being a consulting member of municipal staff, as consulting city engineer, and performing engineering services for individual projects and private sector clients. This experience has given Mr. Swartz the capacity to understand what our municipal and private clients need and are concerned with. He has designed and construction managed a variety of public works projects and private infrastructure projects.

In 2001, CEC was involved in the Samoa Master Development Plan since the inception of the project. CEC provides support services for permitting and entitlements through Coastal Commission and the County of Humboldt. CEC was responsible for all master planning & design of infrastructure; including a new waste water treatment plant, community water storage, five lift stations, roadways, pipelines, along with sewer and water.
