Northeast Civil Solutions, Inc. (NCS) was established in 1992 and has steadily grown to become one of the preeminent engineering and surveying firms in northern New England. NCS was retained by FairPoint Communications to provide land surveying, civil engineering and municipal, state and federal permitting services to allow for the placement of an armor coated fiber optic cable, approximately 4,200 feet in length, designed to settle into the ocean floor permanently from Littlejohn Island to Chebeague Island, Maine.
