Jim has an M.S. and completed post graduate work at Oxford University with a background in Business. As founder of the company he specializes in the permitting process and presentations to municipal planning boards. He has received an Army Corps of Engineers' certification for Wetlands Delineation.

NCS was retained by FairPoint Communications to provide land surveying, civil engineering and municipal, state and federal permitting services to allow for the placement of an armor coated fiber optic cable, approximately 4,200 feet in length, designed to settle into the ocean floor permanently from Littlejohn Island to Chebeague Island, Maine.
