M&E Consultants began in 2001 with two engineers who were former USDA Natural Resources Conservation Service (NRCS) employees. We now have a staff with over 700 combined years of experience in NRCS project planning, design, construction oversight, conservation practices, program administration, and engineering management.

M&E Consultants provides planning, design, construction inspection for soil and water engineering projects. Our extensive experience has been applied in the construction of new dams as well as rehabilitation and repair of existing dams.
Services
Each team at M&E Consultants is comprised of highly qualified individuals with experience and knowledge of NRCS policies and procedures. This familiarity with NRCS policies and procedures allows M&E Consultants to efficiently provide quality service to NRCS and local watershed sponsors.
Much of our work has been in the rehabilitation of aging watershed dams, but we are well versed in all aspects of soil and water engineering. Some of our work is showcased here with a description and photos of several projects.
M&E Consultants will no longer be posting new projects to this website. However, we will continue to update current projects on our website with amendments and awards, but once all these projects are completed, we will no longer use this section on our menu. Questions concerning solicitations should be directed to Janet Holmes, Contract Specialist, at 501-425-4872 or jholmes@mande-pe.com.
Many of the projects designed by M&E Consultants, LLC and our partners rely on NRCS Construction and Material Specifications found in NRCS National Engineering Handbook Part 642, Specifications for Construction Contracts. This handbook (NEH 642) contains the construction specifications and attendant material specifications used by NRCS and AE firms who design and review designs for NRCS and their partners.
