We provide civil engineering services for site projects, state and municipal infrastructure improvements, subdivisions, commercial developments, apartment complexes, industrial parks, parks and athletic fields, and schools. We provide bridge and structural design, road and highway design, utility design, and paving projects for roadways and parking lots. We are environmentally sensitive and work around wetlands and flood plains. We integrate landscape design with post construction stormwater management. Mr. Meng-Frecker’s experience has covered a wide range of private and public civil engineering projects, including management of civil site design and surveying projects in support of civil engineering and planning. John has worked at three departments in his 18 years at E&A. With his technical and managerial knowledge, he is just the right person to talk about new projects, site due diligence, costing and preparing plans.

In 1966, a gallon of gas averaged $.32, color televisions were gaining popularity and in Omaha, Leon Black and Don Elliott formed the predecessor to E & A Consulting Group, Inc., Elliott and Black.


Structural engineering impacts a variety of project types, ranging from bridges to buildings and special-use structures. E&A clients include those in the private sector, such as contractors and developers, as well as public sector entities such as cities, counties, and state and federal agencies. Whether the project involves a vehicular or pedestrian bridge spanning a highway or railroad or special-use structure, our structural department handles each project uniquely based on the client's needs, resources and vision.


If you store 1,320+ gallons of oil products above ground in 55 gallon (or bigger) containers, or 42,000+ gallons underground, you are required to have a Spill Prevention, Control and Countermeasure (SPCC) Plan. An SPCC Plan details how to prevent spills, keep any spills from entering navigable waters or adjoining shorelines and the measures to contain and mitigate any impacts from a spill. E&A's environmental scientists and engineers work with clients through a series of discovery measures to identify the potential for a spill, and create a reference document to handle a spill, should one occur.


Land Surveying is a foundational component of E&A and precision is fundamental for these professionals. Precision during initial data collection drives design accuracy. Precision during construction safeguards construction accuracy. Precision during final check validates our success. This is executed using GPS, Total Station, scanning and drone technologies for efficiency and accuracy.


E&A's Civil Engineers design and maintain the municipal infrastructure of our communities with careful consideration to site, cost and timeline parameters. They provide designs for grading, drainage, paving, transportation, utilities and stormwater management. Their designs lay the base for projects ranging from office buildings to subdivisions, and from state highways to access roads for wind energy sites.
